because Japan is an technology country"
My answer is NO.
Good maker doesn't mean good user.
Because, cell phone is too much advanced, people use cell phone for everything.
If somebody says, "I 'll E-mail you tonight",
it means "Email on a cell phone".
Each cell phone company has individual cell phone Email server. So, if you send an E-mail,
it immediately rings somebody's cell phone. You don't have to open the computer.
It is fast, and easy.
The development of cell phones made Japanese people away from PCs.
Of course, pc users are increased buuuuuut,
still now, If there is one PC per family, it is cool in Japan.
